Papers that you receive in the eco-parking mini-game are used at the recycling factory. You can produce wallpapers.

To do that tap on the recycling factory (can be found on the farm side) and drag wallpapers to the box. The factory will start producing the materials. You will also be able to see the time left on the display of the oven.
