To begin restoring the Tailor's Tent, you need to take the following steps first: 
- restore the Oasis and upgrade it to level 2 (Trading Oasis)
- upgrade the Trader's Tent to level 4
- upgrade the Jeweller's Stall to level 3
- restore Apprentice's Workbench #1 and 2
- upgrade Apprentice's Workbench #1 to level 2
- upgrade the Glassblower's Stall to level 2

The quest to restore the Tailor's Tent is called "Thimble, Scissors, Needle". 
It includes 10 stages with a time limit.
